I found the note about rounding in CompPsiHB under the 'power checks' entry at the start of the book. I think it may be in the reprint but not the old one or vice versa, but this version has it.

Looking at See Magic (The Will and the Way p68), what is revealed with the Power Score result? Does this seem like an interpretation you'd agree with?

Yeah, that seems reasonable. A power score result might include basic funtional intent. Like something with trap magic registering as a trap, or school of protection if it provided magical bonus to saves or AC, etc

At 19:00 on the 5th of Reaping, Steve has 6 PSPs. By midnight he has 126 PSPs (6+24x5).
By 5 am he has 246 PSPs.
Stephen takes out the gem he prepared yesterday.
Intensify roll (Wis-3=17):[1d20]=16 – 25 PSPs + 1/round – Wis to 25, Int to 14, Con to 11
Step 1: Daily Preparation
Empower Preparation roll (Wis-12+1=14):[1d20]=20 – 25 PSPs
Failure. The daily preparation has been attempted (so work can continue), but failed (so not today). Total 20's on this project: 1 of 3. Three 20's wrecks the item.
End Intensify
PSPs spent: 51 (195/260)
Elapsed Time: 2 minutes.
Rest/Meditate for 2 hours 42 minutes 30 seconds (07:45) to recover 65 PSPs (260/260).
