Only if they have the Reading/Writing Non-Weapon Proficiency. But they only need that NWP once, not separately for each language.

These are the Gods of the Imperial Pantheon, but they are not the only deities in existence.

Worship of the various racial gods is tolerated in the empire. Worship of local deities in newly conquered territories is also tolerated (not that the empire has conquered any new territories lately).

The campaign begins in an area that used to be part of the empire, so the worship of the imperial gods is the norm, but it has been independent and welcoming of outside culture for decades, so a foreign deity would not be out of place.

And last but not least, you're playing a character from a foreign land, so she would bring her faith with her.
