The Thieves' Handbook says that you must take Etiquette and Tumbling, but I really don't care if you do or don't. Up to you.
The Thieves' Handbook also says that as a swashbuckler, you can perform disarm attempts. Well, anyone can do that in my games. So your character can perform disarms or any flashy, difficult moves (trips, pins, grabs, disarms, etc.--basically anything that requires a called shot) with a -2 to hit (instead of the standard -4) and no penalty to your initiative roll (normally, it's +1).
Swashbucklers get a +2 reaction adjustment to members of the opposite sex.
You'll also receive a -2 AC bonus if you are not wearing armor and can cross-class as a warrior (meaning you can purchase Warrior nonweapon proficiencies at cost, instead of paying extra).
Ok, one question.
Typically elves would have +1 with longswords/short swords and bows.
But, as this is a naval campaign those weapons seem... well... not quite in keeping with the setting.
I would think Sabre/Rapier and crossbows would be better in keeping, but hey, just a thought.

I will allow the +1 bonus to swords to extend to rapiers, sabres and cutlasses. When you look at their stats, they're all variations of short swords anyway, if you ask me.
As for the +1 bonus to bows...I think I'd allow that to be extended to bows only or crossbows only, but not both at the same time. So you can have the +1 bonus to crossbows at the expense of the +1 bonus to bows instead.

Oh cool, and that is exactly what I meant with the crossbows, bows would be less important on a boat, crossbows far more realistic.

Wowzers. Well, I'm of two minds on this. I mean, that's awfully powerful for 1st level characters. But then again, it's utility is extremely limited, as it can only be used in sea against other creatures (it wouldn't be able to do much to an enemy ship). And if it dies, catching a new one is certainly going to be a very difficult task.
Okay, I'll allow this. Interestingly enough, it's big enough to hold the entire party. I guess you could use it in lieu of a boat to get around; although I imagine it wouldn't be the most comfortable of journeys (and no cargo hold to put all of your food and water).
Anyway, go ahead and write up her bio and email it to me, Nuke.

Ouragana has just graduated from the Academy, right? Then she would be about 18, I chose 8th Ruebon for her birthday.

Most students are in their 20s by the time they graduate, but if she's good enough, she could certainly graduate at that age.

OK, a few more questions. Looking at the Island details, I think Mond is a good fit for my background, a clan based anarchy fits well with the thoughts of a half-orc amazon.
If that works, I think an Orc tribe of amazons, that have occasionally bread with humans makes some sense.
Given the rather small size, the tribe is sea faring in general, as they don't desire to attempt to rule the whole island.
thoughts, tweaks?

That all sounds good to me. Something to consider, though, is where they get their men from. After all, gotta make more babies somehow. Do they kidnap men for breeding purposes, or perhaps they 'trade' more than just food and supplies with humans, if you know what I mean.
