Either will work. In my games I allow healing potions to work on contact also. For example, a warrior has a sword wound [5hps] and a wolf bite [3 hps] and wants to heal his sword wound first for whatever reason (hiding the fact he has been brawling in town, maybe) He pours a healing potion on the sword wound and the hps are recovered from that wound only (so if he would have healed 6 dmg by ingesting it, he loses that 1 hp extra by pouring it directly on the 5hp wound)

Note: this doesn't work with spells, only healing potions (or mana water) and salves.

Ingestion of a potion will heal wounds at random, (or maybe a little from each).
