The cat's attack is simultaneous with the elf's stab with his shortsword, which narrowly misses the cat, possibly because the feline's gouged eye has recovered.
Ruehar dodges nimbly aside from one claw attack, the other claw and teeth attacks missing badly and as a consequence mistimes his longsword attack.
Actions (& rolls) for R5?
Anyone with a Fatigue Factor of 5 or less will need to make a Fatigue Check.

The fumble was an effect on armour. None worn so not functional impact.
Apart from Simultaeous Backstab (or special weapons), all weapon attacks from one character are on different segments.
Inits of negatives, zero and one are all shades of 1, merely indicating sequence of resolution within segment 1.
Here, the -1 is effectively a shade of int 1, so the 0 becomes init 2.
Cat #2 d10: 1, -2 (natrual weapons) so init -1.
Claw/Claw/Bite: 14-3-1/6-1/2-1 = 10/5/1 AC9/Miss/Miss
(Fatigue Factor is Con/2, truncated. So Ruehar will actually need to start making checks on R6, unless he has Endurance Talent &/or skill.)

The Elf's heart sinks as the cat recovers its vision. There was a very good reason he avoided melee, he was no good at it. If things didn't get better soon he would have to change tack. One last time he strikes at the wild feline with both swords, praying silently to end this fight.

Ruehar has the endurance skill so automatically perform tasks 1.5x as long meaning he would check on round 8 or 9?
And then make con checks at con/2 => 10/2 = 5.
Thanks for the clarification. The phrase 'shades of 1' wasn't terribly clear to me and I guess I thought of it as fractions of the 1st segment.

Ruehar's speed with his weapons is impressive, but h1s accuracy leaves something to be desired as the cat circles wide, losing its own attacks but causing the elf to miss completely.

5 Segments to pick up a weapon that is within 3' in front or to either side of you. You lose Dex bonus while doing so. Why?
Oops I forgot the -3 to Init and applied -1 to all hits rather than -3 (to all for 1rnd); sorry; still getting used to PBE. I'll apply them this round instead.

Enough was enough. He had been hoping to save his spells but this was grtting ridiculous and he had to stop it. Dropping his swords he dips nimbly into his pouch and retrieves another pinch of sand. Muttering the magical mnemonic he slings a second sleep spell. Again he centers it so the attacking cat will be affected but not himself or his ass.

Ruehar desperately drops his weapons and reaches for a pinch of fine sand as the cat attacks.
The first claw attack misses wildly but it requires the elf's nimbleness to dodge the second claw strike.
The cat has better luck with its jaws, opening up a wound on Ruehar's left leg, possibly causing the loss of the spell components.
What next ?

Dropping weapons is a free action.
No Init roll for spell casting.
1 segment (min) for spell components, CT 1, so spell goes off on 2.
Cat #2's attacks overflowed from last round, so the init penalty will be round 7 but I'll apply (balance of) temporary to hit penalties now.
Cat #2 on init 1 (carryover round 5) + 3 (fumble) so init +11. 11-10=1 so it goes off on 1 next round (effectively losing a round of attacks.)
As you're still getting spell components out, you fortunately keep Dex & ASS for segment 1
Claw/Claw/Bite: 3-1/15-2/18-2= 2/13/16 => Miss/AC6 (dodged)/AC3 (hit)
Dam = 2HP
Dex check please or you drop the spell components. (d20, equal or under. GH applies, and I think you still have a Mulligan, but that's only once "a session", probably 10 or 15 pages, so keep it til you're desperate.)
If you make the Dex check, the spell goes off and cat #2 drops, ass being fine, combat ends, at least until the 1st Sleep wears off.

I'm a little confused about the overflow thing.

Ruehar cringes as the cat strikes out one last time but he maintains his grip on the sand and pulls off the spell. The second cat drops to the ground asleep. Retrieving his weapons he turns back to the first sleeping cat.

OOC: is a melee attack on a sleeping monster considered instant-kill when not in combat (like in 2e)? If so he will execute the two cats, starting with the one that was put to sleep first. If not, would tying them up wake them?

Ruehar put the secons cat to sleep, retreives his weapons and executes both cats.
[2 cats at 35xp each, doubled for single combat, so +140xp]

Mechanic:
Defender can be slain automatically if no other combat is going on. Tying them up would be likely to wake them up (saving throw applies).
A round has 10 segments.
Anything occurring in a segment is considered to be simultaneous, but resolved in or of 'shades' for round 1 (i.e. -10 thru -1, 0 and 1).
Only exception would be a cantrip where its effect could impact later actions in the same segment.
Segment 10 is the last segment in a round. Example:
Joe Platemail Third goes to hit a for with his 2H sword but he needs to draw it from its sheath first.
No fastdraw, quickdraw, GH, Dishonour, or Dex mod applies, so: d10 = 4 (init roll) + 5(getting out the weapon) + 5(2HS WSF) =14.
Joe starts to draw his weapon on 4, has it ready on 9, and starts to swing the 2Hsword on 10.
There are only 10 segments in the round, so complets his attack during the following round (14-10 =4) on segment 4.
If Joe were sufficiency skilled to have attacks 3/2 rounds, so if he's fast enough, R1: 1 Att, R2: 2 att, R3: 1 Att, R4: 2 att etc.
In this instance (or any other where he's slow, it wound be: R1: 0 Att, R2: 1 att, R3: 2 Att, R4: 1 att etc.

With the cats dead he cleans the blood off of his swords on their fur. As he leads his ass some distance from the dead F-cats he checks to see if any of his wounds are bleeding freely. If so he puts pressure on them to stop the bleeding, but if this doesn't stop the bleeding after a minute or so, he will tear off the sleeves of his torn shirt and use them for bandages. Once his wounds are seen to he will climb a tall tree nearby to get a better view of the area and hopefully an idea of which to go.

Wounds clot acceptably.
The male elf climbs the tree easily and gets a sighting of where to go and then continues on his journey.
Only the usual small forest creatures are encountered, and those all more worried about the travelers than vice versa.
By continuing to view from the tree tops, Ruehar gets to the coastal road without serious diversion or interruption.
It's more of a dirt track, in reality, wide enough for a cart and then some.
The journey has taken maybe an hour longer than expected though - it's now late afternoon.
What or where next?

Ok, A round has 10 segments, 1 to 10. 11 becomes following round, s1. But 0 and -1 cant be last round as that's gone. Hence all negatives 0 an 1 occur within segment 1.
Not ever really occurred but if something is kiiled on -5 then it could prevent the creature's attack on -1, 0 or 1 even though for book-keeping they are all considered as occuring in segment 1.
if 2 foes attacked each other on -5 then both attacks would happen, even if either or both were killed by that attack.

Reuhar begins to lead his ass down the road towards the settlement, keeping his shortbow in-hand and an arrow nocked. He maintains a constant vigilance after the cats' attack.

Reuhar leads his ass with one hand, a bow and arrow held slightly awkwardly in the other hand, and heads south following the coast.
After a few miles, Reuhar sees some other travelers ahead on the road also heading south. With his superior vision, he can see that it's man, woman and child; possibly a family unit.
From the sound of the tidal river delta that the elf is following makes hailing them virtually pointless as they'd be unlikely to hear him.
Continuing onward, after another mile or so the ass and owner start to catch up on the others.
The trio, now less than a mile ahead, disappear from sight round a small headland.
On rounding the headland himself, Reuhar sees that the three have apparently been accosted by a pair of hobgoblins, or possibly half-hobgoblins.
The man, maybe 400 yards away, is prone on the ground with an assailant facing south and leaning over the prone figure.
The other appears to be shackling the woman and boy to another pair of bedraggled-looking captives.
Perhaps it's his superior vision, or maybe just luck, but it seems they haven't yet noticed Reuhar and his ass.
What next?

Does Ruehar have any sense how tough a generic Hobgob slaver might be? Hps or anything? I.e. does he think he would stand half a chance in hell if he got the drop on them?
-I only used 1 weapon slot (shortbow) because I was short on BPs.
-If the family isn’t fighting back does that mean that it is not considered firing into melee? I’d like to avoid shooting them.]
Ruehar silently chided himself for using up his second sleep spell for the day on that cat. He could have found some other way to deal with it… maybe… Tying his ass to a tree off the road so the hobgoblins don’t see, he leaves his backpack with it. Readying his bow he moves towards the group, keeping to the edge of the road in the trees enough that they hopefully won’t see him. Once they are in range he takes careful aim at the hobgoblin standing over the man.
[If he can do so without endangering the family with his arrows, he will fire twice from the woods from about 130 yards away. That way if they move towards him he might get another round of attacks before they reach him or a chance to hide at least.]

Ruehar hastily ties off the ass to a convenient branch and throws down some feed for it to keep it quiet.
The elf uses his professional stealth skills to sneak across a rocky open area taking advantage of the shadows (1/3 movement, so 40yards closer).
The first hobgoblin is pulling the boots off the prone man and the other just finished manacling the woman.
Being far enough away from the ass to not disturb it (>90') Ruehar relies on his elven ability to blend with (the scant) trees and moves 120 yards closer, and sees that the victims appear to be humans.
He's close enough to hear the boy screaming and then stop abruptly as the Hobgoblin punches him in the head and the boy goes limp. Meanwhile the other slaver has wrestled one boot off the prone man.
Intent on moving into bow range, Ruehar starts to move closer.
Roll for surprise.

Assumed you're in a rush to try and surprise the Hobs, hence the feed.
Please reduce animal feed in inventory by 1 day if you're happy with this. Otherwise the animal may start honking.
MS & HS checks please.
Footnote: Shortbow ranges are 50/100/180 yards. You may wish to check your char sheet.
I recommend you check the racial entry for elves, use of bow on the move and elven surprise.
Dex does not apply to giving or resisting surprise.
If one party surprise another, the difference in the modified rolls is the number of segments of surprise.
In a surprise segment, the non-surprised party can close at twice its normal movement per segment rate.
Readied missiles fire on odd segments for RoF 2.
In surprise, missile weapons can be used against multiple foes at will but melee can only be against one foe.
The hobgolbin pulling off his victim's boots can certainly be fired apon without danger to the humans.

Ruehar keeps his eyes sharp and his bow ready as he approaches. Once he is close enough the Elf fires twice at the one over the unconscious man at the limit of his range.
[If the hobgoblins see him and charge he will walk backwards down the road firing at the lead one as long as he can but allow himself enough time to rush into the woods and hide (HS/MS). If he has to hide immediately after the first two shots to have a chance at making a hide check he will.]

The sheet says 150 yds max, as does table 9V from the PHB. The composite shortbow is listed at with a max range of 180, but I have a normal short bow not composite. Regardless, he will
