Yes, clerics can wear any kind of armor without penalty to spellcasting, even full plate.

She will wear the armor, put the coins she can into the chest on Dekker, and her rations in the saddle bag on Ilvain, and they will take some of the other rations and fodder too.

He will allow Malika to ride Lanae if she wants to.
Spreading the fodder and rations around the other mounts should help and then I will see what else he can do. One of the mounts needs to take the plate too.

Jenara - I've put the chain mail on Locky and moved most of her money to Dekker. This moves her into light encumbrance. As for her rations, Ilvain does not have any saddle bags. Would Locky like to purchase one? (Small one is 6 STP, large one is 8 STP.)

Jerrard - Malika will accept, but I should point out that Malika already has a movement rate of 12, so allowing her to ride doesn't do anything. Does Jerrard want to buy a saddle bag for Lanae, as well?

Also, for everyone--who is riding and who isn't? Apparently Malika will ride Lanae, and presumably Imani will ride Artemis. What about the rest?

Locky should definitely ride (either Haera or Ilvain, her choice), so we can go at a movement rate of 6 as a group. The ponies and donkeys can't go faster anyway.

Locky will also put her waterskin and all but a days rations on Ilvain (With two large saddle bags), which she will ride.

Jerrard will get two large saddle bags for Lanae and store the rations, his bedroll and water on the horse.

The Plate we should tie to Haera, along with the Fodder (I am assuming Babuskha will go up front and thus not ride).

Just for the record:
A pony can carry 160 pounds and still move at full speed, 240 pounds and still move at half-speed, and can carry up to a maximum 320 pounds.

A riding horse can carry 180 pounds and still move at full speed, 270 pounds and still move at half-speed, and can carry up to a maximum 360 pounds.

A donkey can carry 250 pounds and still move at full speed, 375 pounds and still move at half-speed, and can carry up to a maximum 500 pounds.

Okay, Locky buys two large saddle bags (16 STP) for Ilvain and I had her put her waterskin and all but a day's ration of food on her. This moves Locky into no encumbrance (MV 6), but knocks Ilvain into half-speed while Locky rides her (MV 3).

Jerrard buys two large saddle bags (16 STP) for Lanae and I had him put his rations, bedroll and waterskin on the horse. (Note: I wasn't clear by 'rations' if you meant Jerrard's rations specifically, or the extra 4 weeks worth he bought just recently, or both? For now, I assumed you meant Jerrard's own rations.) This knocks Lanae down to half-speed while Malika rides him (MV 6). Jerrard, however, is now only in light encumbrance (MV 8), as is Thuskar (MV 8).

I tied the magical plate mail to Haera, as well as had Babushka buy a single large saddle bag for her to put all of the oats and grains for the horses. Assuming Babushka is not riding the pony, it will continue moving at full speed (MV 6).
