A 1st level mage can only memorize one level 1 spell a day (unless they are a specialist, then it's two). The bonus spells for wisdom only apply to divine casters (clerics and druids), not mages.
As for how many spells you start with in your spellbook, that's up to the DM. I usually go with 3d4 myself. And if the mage had a mentor to study under, I give them Detect Magic and Read Magic for free, no roll needed.
Okay. But I should point out, while that will help make him more useful at the early levels, at the higher levels his character would be pretty overpowered. Mages go from the weakest class to the most powerful, and making them even stronger can really unbalance things. Of course, if you don't plan on this game hitting the high levels, then it shouldn't matter any.
Also, I'm not giving bonus memorization, just bonuses to the spellbook WHEN the character is made.
If you go up in Wisdom as it goes on, you get no spellbook bonus. You only get the bonus spellbook spells based on your Wisdom when your character is created.
Meaning, they'll have 2 extra 1st lvl spells and a 2nd level spell in their spellbook with Wis 15 at Lvl1.
That shouldn't have any -real- long term effects right?

No, having extra spells in his spellbook shouldn't have any meaningful impact on game balance.
Just remember that since he has INT 15, that means he can only have 11 spells per spell level in his spellbook (e.g., 11 first level spells, 11 second level spells, etc.).
