How close to the city of dead are we? Reasonably close enough to witness some "leakage" of spirits? Or does this not scream that?

You're about halfway between the City of the Dead and the Sea. That's not very close at all. Nothing here is obviously undead.

Sue approaches respectfully and studies their faces. They seem very earnest and have reached the muturity at which such near-immortals appeare ageless.

"I get a bit of celestial and elvish. Something about wanting to tell but cursed to tell.. umm... I did catch this in celestial "fragment of fated tablets else powder ground in the Year of Shadows" but what that might reference I've no idea.
