Elden will only snap necks if Linar is actually killing them.

He wasnt bold enough to go about that work himself.

Otherwise he will help tie them up.

Correct. The first execution was for intimidation.
After Linar can finishes confirming the dead are dead and (visually) scanning for arrows and stuff (valuables &/or useful) plus recovery of same, he will then bump off any still alive that aren't tied. Exclusion is the helpful one. Those in plate are probably higher up the chain of command and hence nastier and therefore more appropriate for dispatching.

If they're not tied up and still unconscious, yes. The conscious one (in plate?) that had been Colour Sprayed but was unhelpful gets last chance, "Tell me something useful that I don't know!"

[others in the party are in-process of tying them one at a time, so again it seems like '"whoever gets there first." is that your intent or is Linar letting them tie all the unconscious ones and just executing any they dont have rope for?
Also, they dont understand any languages Linar speaks
The conscious and not yet helpful one was one of Krok's guards, and is in nasty chain
Also, Krok is among the unconscious

Awake/Begging:
Gr2, G26

unconscious goblins:
Krok,
Gr3, 4
G11, 12, 13

Gr# designates 'guard', ine of Krok's personal retinue, with axe in chain
G# is a common goblin tribesman

The intention is to get on the move to rescue Katten as soon as possible but without leaving a potential threat behind us and also not crossing the sensibilities of the rest of our party.

Ideally it would play out something like this (Linar directing via translation as necessary):
Jordek thanks G26 for his help and starts to tie his hands together. Meanwhile Elden guards Gr2 and repeats the question, "Tell me something useful that I don't know!" Inference being, help and be tied up. Don't help and.. Linar dispatches Gr3 and G11..

If either:
a) no more information is forthcoming then the question becomes more specific,"Tell me about Krok. Tell me about the other goblin strongholds" or
b) some information but needs expansion/clarification
then Gr2 gets finished being tied up and Gr4 & G12 are dispatched.

G13 is dispatched while Gr2 & Krok are hand-tied. G13 is dispatched. Krok is looped to Gr2 & G26 who carry Krok with us for later questioning as we go look for Katten.

Nocturno won't stop him. He will look away from the executions.

Elden will help with the interrogation not shying away from the violence as he gets caught up in the moment.

I am okay with it. Jordek will communicate thanks in common to the goblin that helped. (Hopefully it understands)

Jordek has a chance to tie up some of the common tribesmen before moving over to the interrogation. The gnome thanks the helpful goblin and begins tying his hands as Elden translates for Linar.

Ya, big chief Mixeg. He goblin, but he ugly an mean an stupid! the capitulator says in common; trying to garner favor with the adventurers. The more he speaks, the more the unarmed goblin guard nearby glowers at him; Elden looming nearby.

The Drow turns his questioning to the guard. Tell me something useful that I don't know!, he demands. The guardsman sneers at his captors when the words are translated, and gives a sidelong look to the bound traitor next to him.
Sure! Mixeg’s gonna bathe in your blood before Ossunin eats your souls! With a savage howl the not-yet bound goblin dives for his erstwhile companion, clawing at his face and biting at his throat as the two go down in a heap! Elden moves swiftly, snapping a booted foot to the guard’s head to drive him off his victim before stomping on the raving goblin’s skull with a sickening Crunch!

The helpful prisoner lies shaking on the ground; a look of horror on his scratched and bloodied face as he tries ineffectually to clutch at his neck with his bound hands.

Jordek started tying up some before this portion of the interrogation, so there were few already dealt with

Startled by the fast action. Nocturno pauses for a moment but then continues to restrain more of the goblins.
"We should probably tie the rest of these guardsmen first."

"The heavily armoured..", "thwop!", "..ones spread violence and..", "thwop!", "terror," proclaims Linar, punctuated with the despatch of two [Gr3 & Gr4], "..no more."

He looks at Elden & Jordak, "Guys, get what you can from the talker. Your call on Krok. I'm checking the cages." He turns to Nocturno, "I could do with your help checking the cages, if you please. In case."

With that, Linar trots over to the west cage, pausing to recover any arrows, surveys it, and if nothing much, repeats with the one to the south before returning to collect Elden & Jordek to all head off to find Katten.

After eyeballing the cage to the west, maybe salvaging some arrows (or anything else small & promising that he spots) en route, Linar will return to the others to see if they're ready and then all can go south on a Katten-hunt.

Jordek, appearing slightly confused at the proceedings, watches the dark elf leave after directing himself and the human to continue the interrogations. Glancing at the moody elf, Jordek shrugs to himself and hands the human some rope "You might want to tie up the krok goblin before you question him... or not. You seem to be able to understand them and you can definitely handle it if they don't behave." Jordek looks pointedly at the crushed skull of the goblin that just attacked the "friendly one". "I will check on the useful one "
Jordek then bends down and tries to sooth the goblin that was just savaged and tries to examine it's throat to see how bad the injuries are.
