There are no "levels" in Blood of a Hero, in a technical sense. Heroes gain Renown, which is a level of their fame. A character with 0 renown is a local hero in their community. Perhaps they keep an eye on their street, looking out for burglers, etc. As they progress, characters begin to get a wider and wider sphere of influence until they reach international (Or in extreme cases, Galactic) Renown.

How do you gain Renown? Well, instead of gaining experience points as in most games, characters gain Fame (Or possibly Infamy). When they complete heroic actions that place them in peril, they gain a point of Fame. When they go beyond the threshold for their current level of Renown, they advance. As they advance, "perilous situations" become more and more advanced, which makes it harder to gain Fame.

What is the purpose of Renown? As a character gains Renown, they also gain more Character Points to spend on skills, powers, traits, or increasing attributes. Also, at each level of Renown, they gain Hero Points. These points count as an automatic success in any one action (Or an automatic failure of an opponent taking action against them). If a character chooses to use TWO Hero Points, that action is not only successful, but it considered to automatically be at the maximum level of success.

Beware, though. Villains gain the same points to spend, only theirs is far more insidious!
